From training to employment: LSIP support helping Cumbria residents rebuild their futures

A wide-ranging programme of skills training delivered through the Local Skills Improvement Plan (LSIP) is helping people across Cumbria gain qualifications, build confidence and move into employment.

A wide-ranging programme of skills training delivered through the Local Skills Improvement Plan (LSIP) is helping people across Cumbria gain qualifications, build confidence and move into employment.

Since August 2025, PHX Training has supported around 60 learners through a mix of short courses and practical training opportunities designed to remove barriers to work and help people take their next step.

Training delivered has covered a broad range of sectors and life skills, including:

  • Business administration
  • Social care and hospitality
  • Customer service
  • Cleaning qualifications
  • Mental health awareness
  • Managing money
  • Construction skills
  • Warehouse and storage
  • Data protection
  • Autism awareness
  • Business start-up support

Each learner’s journey has been tailored to their individual needs, with flexible start dates and varying course lengths to suit different circumstances.

The impact has been significant, particularly for individuals looking to retrain, rebuild confidence or return to work after time away from employment.

Rachel Kaplan, Business Leader at PHX Training, said:

“Overall, the LSIP contract has delivered far more than qualifications or job outcomes; it has helped people rebuild their futures. The success stories that have emerged—each one unique—highlight the real value of personalised support and the difference it makes to individuals, families, and the wider community.”

One example of this impact is Paul Salkeld, who had been out of work for more than 15 years before being supported through the programme.

Paul joined a cleaning qualification course with the aim of finding work in the sector. At the start, he had very limited IT skills and needed additional support to complete applications and navigate digital processes. With guidance from the PHX team, Paul successfully completed his Level 2 Principles of Cleaning qualification and was supported with CV development, interview preparation and application support.

He went on to secure a role as a Housekeeping Assistant at Centre Parcs, starting his new position at the end of October 2025.

The change in confidence was immediate and noticeable, with Paul taking real pride in returning to work after such a long period.

Stories like Paul’s reflect the wider community impact of the programme, which has worked closely with local residents, employers and partner organisations to help people gain new skills, overcome barriers and move towards sustainable employment.

This activity has been supported through the Cumberland Local Skills Improvement Plan (LSIP), funded by Cumberland Council, helping employers address skills gaps and supporting local people to access training and employment opportunities.
